Bolts and arrows are made to be sleek, straight, and aerodynamic because they need to be traveling very fast to pierce through armor - trying to tie a rope that's capable of holding the weight of a medium creature to an arrow and sink a broad-tipped arrowhead into a surface hard enough for it to hold their weight is the stuff of pulp fantasy. If you're looking for verisimilitude, be aware that anything tied to a crossbow bolt or an arrow will drastically affect the flight path. On a crossbow, not really in the realm of possibility, because the crosspiece can't be drawn back far enough to get the required velocity. Maybe they just want to be batman, or they want to be able to craft random tools to solve problems instead of using tools in d&d, in that case d&d is probably not the system for their fantasy. Or maybe just let them learn the "Catapult" spell. How can you work to satisfy that fantasy? Maybe they should be or find an artificer / inventor to provide gizmo/magic item, the "thing launcher" that 1/day can shoot something within constraints X ft. What is the fantasy this player wants? Since they keep trying to launch stuff on a crossbow, they have some sort of fantasy here. What's the players goal? Is this a one off MacGyver thing or something they'll repeat? One of things are easy enough (given it fits game style) to throw basic penalty at to move it along (like disadvantage, and it only accomplishes the goal, not also damage) and how that plays out in the narrative fantasy.

What type and tone of game are you playing? Will allowing ANY sort of movie trope batman gizmo that doesn't care about reality conflict with that or not? Is your game more improvised and player driven, or more structured and serious (or many other styles)? I would say forget real physics, it's d&d, it's own rules fly in the face of reality all the time. In terms of mechanics, I would just have it work like a grappling hook as long as the rope is connected to a bolt, and otherwise like a regular heavy crossbow. Finding the right people for the job can be a mini adventure, and collecting the funds to pay them is a good excuse to check out a dungeon or take a job.   • Find a roper, as in a person who makes ropes, although I suppose the monster's tongue might also work.
  • Ideally you'd want a crank attached to the spool, so you can retract the rope easily after use. Point being, find someone who can make you a spool and connect it to your crossbow properly.
